Born in Shanghai in January 1934. He graduated from East China Institute of Water Resources (now Hohai University) in 1956, and was formerly Deputy Minister of the Ministry of Water and Power, Deputy Minister of Energy, Deputy Chairman of the Three Gorges Project Construction Committee of the State Council, General Manager of China Three Gorges Engineering Development Corporation, China Dam Committee Chairman.
He has long been engaged in the technical and management work of hydropower engineering construction. He has participated in and presided over the construction of hydropower projects including the Yellow River Liujiaxia, Hanjiang Shiquan, Ankang, and the Yellow River Longyangxia. During the Ministry of Water and Power and the Ministry of Energy, he promoted the reform of the hydropower construction system, participated in the demonstration work of the Three Gorges Project, and served as the deputy leader of the demonstration leading group. From 1993 to 2003, he presided over the construction of the Three Gorges Project of the Yangtze River. He studied and decided a series of major engineering and management issues, such as the general layout of the project construction, transportation schemes, diversion cofferdam projects, rapid construction of dams, and large-scale water projects. Turbine generator set selection and procurement implements sub-project bidding and sub-project management, establishes a complete quality control, investment control system, and diversified funding schemes. It proposes double zero (zero quality accidents and zero safety accidents) construction management goals to achieve engineering and Environmental synchronization. Practice has proved that these studies and decisions are successful. The Three Gorges Project was implemented in full accordance with the original schedule, quality standards, and investment estimates. In 2003, the construction goals of the initial storage of the reservoir, the first generation of generating units and the navigation of the ship lock were successfully achieved. 2008 All 26 units of the right and left shore power stations have been put into operation.
He was elected as a member of the Chinese Academy of Engineering in 2003. In 2015, he won the WFEO Engineering Achievement Award.
Born in Wenzhou, Zhejiang Province on August 23, 1940. He graduated from Tsinghua University in February 1966.
During his post as Chief Engineer of Chengdu Survey and Design Institute of the Ministry of Electric Power, he presided over or participated in the largest hydropower station in China in the 20th century-Ertan Hydropower Station and Jinsha River Xiluodu, Sichuan Guandi, Tongzilin, Shapai, Lengzhuguan, etc. Survey and design work for large and medium-sized hydropower stations. Significant results have been achieved in key technology research and application of high concrete arch dam design calculation methods and guidelines, flood discharge energy dissipation of high arch dams, and characteristics of high-strength bulk concrete.
As the chief engineer of China Three Gorges Project Development Corporation, he participated in the research and decision-making on major technical issues of the Three Gorges Project, coordinated and resolved technical difficulties and quality problems in the construction site, and made important contributions to the construction of the Three Gorges Project.
Elected a member of the Chinese Academy of Engineering in 2003.
